British tabloid News of the World has an exclusive report about Olympic swimmer Michael Phelps being caught smoking a bong, a drug paraphernalia or a device used to smoke a substance.

And that substance was believed to be a cannabis, a psychoactive drug.

News of the World also has an exclusive photo to support the article, where Phelps was pictured puffing from the bong.

According to the article, the smoking incident happened last November, 2008 during a house party, the time when athletes like Phelps were not expected to get drug tests.

One witness shared that Phelps was out of control the moment he got there.

“You could tell Michael had smoked before. He grabbed the bong and a lighter and knew exactly what to do. He looked just as natural with a bong in his hands as he does swimming in the pool. He was the gold medal winner of bong hits. Michael ended up getting a little paranoid, though, because before too long he looked like he was nervous and ran out of the place,” the source said.

News of the World also claims that Michael Phelps' camp tried to

Looking at the photo, it's hard to figure out if it's really Phelps.

And if it's true, that's so disappointing and it could ruin his wonderful swimming career.

Phelps, who now has 14 Olympic gold medals, is set to compete once more in the 2012 London Olympics.

As of latest news, Phelps has already apologized regarding his 'bong hit' photo:

"I engaged in behavior which was regrettable and demonstrated bad judgment. I’m 23 years old and despite the successes I’ve had in the pool, I acted in a youthful and inappropriate way, not in a manner people have come to expect from me. For this, I am sorry. I promise my fans and the public it will not happen again," he said.
